日本人が知らない天皇の価値と役割

普通に生活して、普通の教育を受けている方なら、聞いたり思ったりする事もあるかもしれません。

「天皇って何してるの？税金の無駄じゃないの？」知らなきゃそう思うのも当然。というか教えてもらえないこと自体が異常なんです。今回は、まずその話しをしましょう。 まず、天皇陛下が普段なにをしてるかというと、お祈りしてるの。　「国民が幸せになるように、日本が平和であるように」って。いやマジで。　と、いうのも天皇陛下は神主の総長みたいなもので、例えるなら日本神道の法王なのよ。皇と兼任だから法皇ですな。なので祈るのが仕事。 「それくらいならいらん」と言う人もいるだろうから、今度は判りやすい価値の話。 世界で一番偉い人って誰でしょ？　判りやすく言えば、世界で最も権威のある人。　もっと砕けて言えば、世界で最も地位が高い人。ぶっちゃけて言えば、皇帝が一番偉い。以下法王、王様、大統領、首相の順に続く。一覧にするとこんな感じ 皇帝（emperor）≧法王（Pope）>王様（king）> 大統領（president）>首相（premier） 皇帝と法王の間は一応≧にしてるけど、ほぼ＝。ちなみに法皇だと皇帝と法皇兼任ですので更に偉い。で、これを現在の世界情勢に合わせてみると・・・ 天皇陛下（emperor）≧ローマ法王（Pope）>英国女王（Queen）> アメリカ大統領etc（president）>日本国首相etc（premier） っつーわけで、天皇陛下が一番偉い。と、まで言わないが、世界で２トップのうちの一人なのよ。いや、マジで。言い方によっては、先に書いたとおり日本神道の法皇なわけだから、ぶっちぎりで偉いともいえる。ただ、白人にとってはキリスト教以外はどうでもいいので、普通に皇帝（emperor）扱いですな。 そんな訳でエリザベス女王だって天皇陛下と同席するときは上座を譲るし、当然アメリカ大統領も晩餐会には、最高儀礼のホワイトタイで出席します。(*注　ホワイトタイの他に、昭和天皇の訪米時には、空港、ホワイトハウスで史上例を見ない米５軍による観閲儀仗も行われた） ちなみにアメリカ大統領がこの歓迎の仕方をするのは、天皇陛下とローマ法王と英国君主のみ。アメリカ大統領に最敬礼させられるのはこの３人のみといったほうが判りやすいか？ ローマ法王が来日した際、自ら皇居に赴き、昭和天皇に謁見 ホワイトタイで昭和天皇を接待する米フォード大統領


ついでに言うと現存する最古にして最後の皇帝。文化的にも世界遺産並。

そんな偉い人が国を行き来するもんだから、皇室外交っていうのは、外交官１０００人分の威力があるとか言われるわけです。さすがに相手も気つかうしな。 私見で言えば、世界的権威のトップ２の中にキリスト教徒ではない、しかも黄色人種がいるということは、世界の人種・宗教のパワーバランスにおいて、大きな価値があるとも思ってます。 天皇陛下いなければ、名実共に白人＋キリスト教徒が一番偉い。ってなことになってしまうしね。　英国女王やアメリカ大統領でさえ敬う（うやまう）ってのに、当の日本人ができないってのはどうよ？ 天皇陛下の価値について、判りやすい部分については前回紹介しました。他にも、権威は天皇が、権力は内閣（議会）が持つという分業制のため、誰も独裁者になれないという「独裁者防止機能論」や、政府が倒れて権力が宙に浮いた状態でも、一時的に天皇が権力を預かり、新政府発足後、権力を戻すことにより、円滑に次の体制に入ることが出来る（明治維新みたいに）という「権力のバックアップ機能論」などなど、かなり多機能です。 また、こんな「天皇抑止力説」もあります。天皇の名の下に太平洋戦争（大東亜戦争）を日本軍は戦ったわけですが、これがもう、強かった。正確に言うと、黄色人種の割には強かった。（当時）世界の覇者だった白人に勝てるくらい強かった。 なので、かつて敵対していた国は、天皇の名の下に日本国民が一丸となるのを怖がっているふしがあります。と、なると天皇が存在するだけで、たとえば核を持っているような軍事的抑止力があるのでは？という理屈ですな。 なんかあったら、また暴れるぞ。ってこと。日本人から言えば、天皇の名の下に日本国民が一丸となって戦争するってのは、まず今となってはあり得ない話なんですが、だからこそ、日本人にとっては安全で（敵意のある）他国から見れば驚異という、理想的兵器ともいえる訳です。 とはいえ、いくら偉くて多機能でも、本人が「アレ」ではどうしようもありません。そんな訳で今回は、天皇陛下にまつわる逸話を紹介しましょう。 まずは今上陛下（平成天皇）から。皇太子時代にタイを訪問した際、タイの国王から相談を受けました。「山奥の部族の栄養状態が悪い。特にタンパク質が足りない。」陛下は魚類学者でもあるので、「じゃ、コレを養殖してみてはどうでしょう？」と飼育の簡単な「ティラピア」という魚を５０匹タイ国王に贈りました。この魚をタイでは養殖しまくって、タイ国民の栄養状態改善に役立てました。それどころか、バングラデシュへの食料支援として５０万匹ほど贈ってます。結果的に陛下は２国の食料事情を救ったことになります。もちろん、一番の功績は一生懸命魚を育てたタイの国民ですが。タイ人も「この魚は日本の皇太子が持ってきてくれたんだ」と感謝してくれています。今ではこの魚の漢字名は「仁魚」といわれています。この話を聞いた華僑系市民が感動して陛下のお名前（明仁）から一文字とって命名したそうです。皇室外交ってやつですな。タイ人の好感度ＵＰ！です。 次は昭和天皇。


戦争関係で評判が悪い昭和天皇ですが、実際にはこんな人です。と、その前に戦争当時の天皇陛下と太平洋戦争（大東亜戦争）についてのお話を少ししておきましょう。当時の憲法は大日本帝国憲法。その内容は立憲君主制です。

簡単にいえば、天皇でも憲法に従わなくちゃだめよん。という内容。で、天皇陛下は議会や内閣から上がってきた法案等にＯＫを出すのがお仕事。ＯＫ出すときは国務大臣の補佐なくＯＫしちゃ駄目だし、そのＯＫした事柄については補佐した大臣が責任持ちなさいよ。（同憲法５５条） 天皇はその時に文句は言えるが、それによって法律を曲げることはできませんよ。（同憲法９条）
天皇は緊急時には法律に変わる勅命をだせるけど、その勅命は次の議会にかけないかぎり、効力を失っちゃいますよ。（同憲法８条） つまり天皇は責任無い代わりに好きなように国を動かせないし、国を動かすのは内閣であり、議会っつー内容です。（もちろん他にもいろいろある） それが立憲君主制。これをまた天皇陛下が律儀に護る。つまり正式に上がってきた事柄については、原則すべてＯＫを出したわけです。ＯＫ出すのが仕事ですから。そんな訳で、太平洋戦争（大東亜戦争）する際も、内閣から正式に上がってきたものだから、ＯＫを出しました。先に書いたとおり、当然、責任は内閣です。 昭和天皇については、よく戦争責任がどうのという議論になりますが、こんな訳で、昭和天皇に法律的戦争責任は無いわけですな。ま、戦争することにＯＫは出したのですが、結構いやいやＯＫ出してます。戦争前の御前会議でも開戦の詔書でも遠回しに「やりたくねー」と言ってます。 そんなもんだから戦争してるあいだも「早く戦争やめろー、やめろー、和平に持ち込めー」と言ってたんですが、軍部が「大丈夫、勝てますって！」と暴走。国民も支持、内閣も軍部の暴走を押さえきれず、軍部の行動を事後承諾しまくり。（以後繰り返し） 結局、手広く戦いすぎてにっちもさっちも行かなくなったところで、ポツダム宣言が出される。その内容はこんな感じ。こちらアメリカ＆中国＆イギリスの連合軍でーす。以下の内容を早く飲まないと日本をぶっ潰しますよ。 １．世界征服を企んだ戦争責任者は消しまーす。（ホントに書いてある）
２．武装解除＆新体制ができるまで日本を占領しまーす。
３．この戦争前に手に入れた土地も返しなさーい。（なんでや？）
４．武装解除するなら兵隊は普通の生活に戻っていいですよん。
５．戦争犯罪人には罰を与えまーす。
６．降伏すりゃ経済活動や貿易も許可するよん。（軍事関係除く）
７．ちゃんとした新体制が出来たら占領をやめて帰りまーす。
８．この要求を飲まないと、速攻かつ徹底的にぶっ潰します。 軍部は「ふざけるな」ってな感じで「まだ戦えます。勝ちます」とか言っているうちに原爆がズドーン。軍部「本土決戦をすれば、ま、まだやれます・・・」 原爆もう一発ズドーン。 軍部＆内閣「天皇陛下、どうしましょ？」 天皇陛下「だから、戦争早くやめろっていってでしょ？うちらは殺されるかもしれんが、日本は助かるんだから降伏しよう。」 そんな訳で日本は連合軍に降伏するわけです。 で、マッカーサー元帥率いるＧＨＱが日本にやってきたある日の話。（こっからが本題） アメリカ大使館内のマッカーサーの宿舎に昭和天皇が訪問した。ぶっちゃけ、マッカーサーは命乞いに来たのだと思った。が、通訳を通して昭和天皇の口から出た言葉は意外なものだった。 「戦争に関わる全ての責任は私にある。好きなように処分してほしい。」 「だが、戦争の結果、国民は飢えている。このままでは罪のない国民に多くの餓死者がでるおそれがあるから、米国に食料援助をお願いしたい。」 「ここに皇室財産の有価証券類をまとめて持ってきた。その費用の一部にあててほしい。」 マッカーサーも、「正直グッと来た」と回顧録で話している。結局のところ、当時、天皇を処罰、処刑するような話になると、日本人の暴動は間違いなく、そうなると占領のやりなおしになってしまうのでＧＨＱも天皇の戦争責任は問わなかった。ぶっちゃけ、まだまだ利用価値があるので生かしておいた。と、いうことですな。ＧＨＱ側から言えば。 昭和天皇本人は戦争やめたい、やめたいと言っているのに、軍部が暴走。法律的にも戦争責任は内閣にあるのに、いざ敗戦となれば死をかえりみず「全部、俺の責任だ。」 おまけに私財をなげうって、飢えた国民に飯を食わせてやってくれ。 そうそう言える事じゃない。 昭和天皇については、このような「ちょっといい話」は多く、それだけで本が書けちゃうくらいなので割愛します。 さて、これまで説明したとおり、天皇というものには、「世界で最高峰の権威」があり、「最古にして最後の皇帝」で、「独裁者防止機能」や「権力のバックアップ機能」があり、「軍事力としての抑止力」がある。個人個人においても、外交能力や人格も良好。 で、どれだけこの皇室や宮内庁に税金を使っているかというと、年間、国民一人当たり「２００円」月々なら１７円弱。安いか高いかと見るかは個人の主観だけども、決して金では買えないもので、しかも世界に誇れるものだということは覚えておいて欲しいですな。 っつーか、教科書で教えろ。
